Two weeks, prior to the beginning of formal contract negotiations, the SPOA received a
proposal from the County of San Diego for a two year extension to the current Memorandum of
Agreement between the County and the SPOA.

The terms of the proposed agreement are as follows:

A wage freeze for the 06/09 to 06/10 year

A 2% raise for the 06/10 to 06/11 year.

A 5% increase in the County’s Contributions towards our Flexible Benefits each year.

The County is also proposing a “Second Tier” retirement system, so that all new hires into the
safety departments (SPOA, POA, Sheriffs and DA Investigators) would be under a new “3
percent at 55” plan, with the wages based on the 3 highest years earnings (vice our current
one year formula) and a maximum cost of living increase of 2% (vice our current 3%).  This
proposal would not affect any current Probation Officer from CDPOI on up who is currently
employed by the County, only those newly hired after 06-19-09.

This same proposal has been offered to all county labor organizations.  SEIU, DA’s, County
Counsel and the DA Investigators have accepted it and are in the process of ratification.  Other
organizations are still considering the offer and the Deputy Sheriff’s Association has rejected
the offer and will open full contract negotiations.  (In regards to the retirement changes for new
hires, all safety units – SPOA, POA, DAI and DSA must have it or no one does, so if it is not part
of the DSA’s next contract, it will be null and void in ours.)  

While this offer isn’t what we feel we deserve as Supervising Probation Officers, considering
the current economic situation that the County is facing, we believe it is in the best interests of
our members to accept it.  

The SPOA Negotiation Team respectfully requests your “YES” vote on the ratification of the two
year extension to the MOA.

The ballots were counted on March 30th. The vote was in favor of the two year extension. It was
passed by a 11 to 1 margin.
